Project Updates

On 27 March 2026, BnM and SSE submitted a Strategic Infrastructure Development (SID) planning application to An Coimisiún Pleanála (ACP) for the proposed Lemanaghan Wind Farm. The planning application has been submitted by Lemanaghan Wind Farm DAC, a 50:50 joint venture between the co-development partners.

The wind farm layout submitted to ACP is consistent with the layout previously shared with local residents in August 2024. The proposed development comprises:

· 15 wind turbines with a proposed overall blade tip height of 220 metres; and

· A minimum setback distance of 880 metres from the nearest residential property.

The Proposed Project will upgrade approximately 1.1km of existing internal site roads and provide approximately 17.1km of new internal site access roads to support construction, maintenance, and monitoring of the wind farm. As outlined in the draft amenity plan (published in July 2024), much of this internal road network will be made available for amenity uses such as walking and cycling when the Proposed Wind Farm becomes operational. An additional 3.9km of new dedicated amenity link, along with the further upgrade of approximately 1.8km of existing track for the purposes of amenity is also proposed to provide a greater variety of walking loops.

The planning application, including the Environmental Impact Assessment Report (EIAR), Natura Impact Statement (NIS) and all supporting documentation, may be inspected during public opening hours for a period of seven weeks commencing on Tuesday, 7 April 2026, at the following locations:

· An Coimisiún Pleanála, 64 Marlborough Street, Dublin 1, D01 V902 (9:15am – 5:30pm, Monday to Friday)

· Offaly County Council, Áras an Chontae, Charleville Road, Tullamore, Co. Offaly, R35 F893 (9:30am – 4.00pm, Monday to Friday)

For convenience, the application will also be available for inspection at Ferbane Library, Lower Main Street, Ferbane, Co. Offaly, R42 WF59 during scheduled opening hours over the same seven-week period. For more details please contact: 090 645 4259 or visit: https://www.offaly.ie/ferbane-library/

In addition, a dedicated planning website has also been launched, where the full application can be viewed or downloaded: www.lemanaghanwindfarmplanning.ie.

We would like to thank everyone who attended our recent Public Information Evening in Ballycumber.  We will continue to keep the local community informed as the project progresses.  In the meantime, should you have any queries please contact our Community Liaison – Colm on 087 4143305.

The Project Team has published the revised layout for the proposed Lemanaghan Wind Farm.  The revised proposal, for which the project team intends to seek planning permission in the coming months, comprises 15 turbines with an overall tip height of 220 metres. It is also intended to construct a substation to facilitate access to the National Grid for the proposed development.

The proposed Lemanaghan Wind Farm will include the construction of new access roads to install and maintain the wind turbines.  The Draft Amenity Plan will seek to utilise these new access roads as a basis for most of the proposed trails for walking and cycling. Additional amenity links are also provided to create loops and increase accessibility within the site.

Please view the proposed Draft Amenity Plan Booklet for more detail on the proposed plans for the development.
